There are a few reasons causing a decline during checkout.
Billing address: contact your card issuer to verify the billing address you entered on the checkout page. If you moved recently and you updated your address information with your financial institution, please make sure the information is aligned and enter the address on file (Please note that you can set your billing address and shipping address differently, just in case the billing address on your bank file isn't the one you want to ship your order).
Sufficient funds: contact your card issuer and make sure your remaining funds or credits cover the cost of the order.
